Waiting for realtors to send you deals from the MLS will be a long frustrating road. They might exist, but won't be apparent. You'll need to make offers that make sense to you, lots of offers, several every day. Soon the agent will no longer return your calls...

The MLS is only a tool, and should be one of many in your toolbox. There are plenty of articles here on BP that detail how to find deals, with MLS and realtors low on the list these days. You have to do the work. Direct to seller marketing, probate, tax lien, expired listings, worn out landlord, driving for dollars, doorknocking. It's been said many times on this thread - the low hanging fruit is long gone. Time to get out the ladder!

Craig Halperin of Halperin - Lyman is an investor friendly attorney who speaks a lot at the local REIAs. They do assignments and double closings for wholesalers. Also Harlan and Associates.

Go talk to the neighbors before you over think the situation. You want to find out if they are even open to a discussion about selling or an easement before you waste a lot of time and money.  This is likely not the first time the issue has come up and there might be underlying reasons why it hasn't been addressed yet.  The easiest way to get in touch with them is by knocking on their door. The county website will likely have their name and contact info as well. Good luck!

It looks like you have a solid answer already. I'll just add that in my experience you have to aggressively negotiate pretty much everything with with an insurance company. Get your agent involved as your ally. Good luck!

It depends on what list you are using. If you are targeting the owner only, use the full name and address. If you are targeting the property, use name and then add "or current resident". You'll likely have lots of waste starting out, but you'll be able to scrub the list after each mailing to make it more efficient. As an aside, and in my opinion, don't do the first mailing until you are ready to follow up with 10 or 12 more to the same list. Once or twice is a waste of money. Good luck!

Brokers hire themselves out like that all the time, but the smart ones will want a pretty big upside. Agents must work under a broker, and the broker of record is responsible for the actions of the agents. Will you be hiring licensed agents as well? It sounds like you'll need them. What will attract experienced agents to bring their license to that brokerage - lots of leads,  market share, branding, etc? Today the established brokerages as well as the start ups are spending a lot of money trying to recruit good agents and associate brokers so you'll need some kind of hook.
