@Will C. Yeah i know from a HUD stand point, the voucher will not change until it's up for renewal which I'm fine with. I'm just wondering what does housing use to determine the number of rooms.

@Will C. True...I guess it doesn't matter until if/when I actually sell it. I guess another reason I'm asking is I currently have a HUD tenant in there. I know the housing vouchers increase based on number of rooms. So I'm wondering do HUD goes by the city appraisal or the current setup?

@Kyle Strouse my contractor said thast no permit was needed since we'r were adding walls not moving or subtracting. So no change to the current structure. Was that not the case?

And yes the windows are egress windows.

This summer while I was between tenants, I decided to change the game room into a full bedroom.  So now the house is a 4 bedroom, 2.5 bath 2 story home.  Now that I've updated the house, do I need to alert any of the city officials so the property value can be reflective of the new addition?  Or does this only come into place if/when I choose to sell the home?

@Jason Dobbins the appraisal is written for a 4 unit complex. I am planning on contacting the title company Monday morning.

@Guy Gimenez, time and money is the scary part. The city permit official have told me if I need any documentation from his past communication with the old owner about the situation that he will share those with me. So if I do fo that route, hopefullly they will come thru with helping me.

@Bob Daniels Thanks Daniel. I actually have owned the property over a month before before starting any renovation. As far as due diligence, I probably defiintely should have done more. I did ask my realtor about how was it zoned but herre took the seller's word and we visually see it's 4 units. First time I've ever experienced this in the 2 years I've been an investor. Lesson learned... but now I have to figure out my next steps.

@Greg H. Yes there was a realtor involved for both myself and the seller. Afgter finding out the situation, mgt realtor contacted the seller's realtor and the acted as though he didn't have a clue out the issue.
