I would for sure refi and take out as much as I could to buy other properties but that is just me. To me it is all good debt so why not do it. The bigger question here is why do you have a rental property and your just breaking even? In saying that, I wouldn't refi just to buy a rental where you make no cash flow.

My wife Bird Dog's and get paid $500 per property that they can wholesale.

I'd say away from section 8. You can rent house to good people here in Houston and not have to worry so much about bad section 8 renters.
