Agree with previous comments, either hire another plumber or a home inspection company to scope it.  I've had to replace sewer line from the house to the street for the same reason and yes, that is 4500-5000.  Most of the housing around here is pushing a century old and all that original plumbing is getting to the point where it needs replaced. I hear about this happening more and more.    I would also recommend you get a property management co going forward to take care of issues like this for you - boots on the ground to look out for you in exactly this type of situation.  The original bill does seem very very high, though.

I'd really be surprised that the prices will drop as predicted in Q1-Q2 next year.  What is different about this current market is the extreme and very intense inventory shortage brought on my a combination of years of drought plus the low interest rates.  In the area, most correctly priced properties (whether owner occupant and or investment) are getting gobbled up.  Had one property the other day that had 10 offers in 48 hours, for example.  Even the junkers that need a full top to bottom gut and getting snatched up.   I'm sure adding more inventory next year due to foreclosures will ease things a bit, but I don't think it's going to be the bargain basement that is being predicted.  I suggest if you have the opportunity now, buy now.  No need to be desperate and overpay for anything, of course. Just be persistent and methodical.

Try Lamar at CT Land Services in Mechanicsburg; they are investor friendly and familiar with double closings, assignable contracts, etc.

I saw this one with clients last week. The location and the rare off street parking are to die for, and if you were going to pursue it, I'd go ultra high end with a renovation.  Have you considered it as an Air BnB or short term rental?  I know it's been on the  market about a month and they've done one price drop but it is still overpriced vs condition.

@Candace Noel, just know that Allison Hill covers a lot ground. Some areas are worse than others for sure, but don't dismiss the entire area; there a deals to be had there, decent properties on decent blocks. And btw, Hall Manor is owned and managed by the Housing Authority; one couldn't invest there.

Yes, the area is D, borderline F. Even though it is close to HU, they are a world apart.  Expect little to no appreciation, however, it's a great cash flow deal and worth pursuing.  Be sure to budget adequately for repairs and maintenance and be prepared to keep up the property. Too many folks get into these properties and don't want to take care of them and they often have deferred maintenance as a result.  How is the rest of the block? Is it in decent shape without little to no derelict properties on the block? 

I'm not sure how likely a reassessment is, though!
