Post: month to month lease renewal?

I have two units Prop subject to RSO in LA County. The second unit occupied by family just became vacant due to death. The tenant of 1st unit wanted to rent the 2nd unit, filled out the application but I found a better tenant than him, so rented the 2nd unit to the other family.

The 1st unit tenant is very upset because he did not get the 2nd unit for rent. The 1st unit tenant is on a month-to-month tenancy but pays rent regularly. I would like to make a new lease with him so things are clear between both the tenants as they will be sharing the utilities 50% due to one meter only on the property.

His original lease is back from 2014 and then no lease contact thereafter. What is the notice time I need to give to the 1st tenant to make a new lease?

The 2014 lease had very little security deposit. Can I collect an additional security deposit to match with the current market, and for that what is the notice period?

When can I raise rent and how much can I raise? How much notice period to raise his rent?

My tenant is on a month-to-month lease for a long time in a rent-controlled property in LA County. The last lease was signed a few years ago. 

1) If I want to make a new lease adding some new terms to the lease, do I need to give him a 60-day notice of my intention to make a new lease or can I just send him a new lease?

2) Can I raise rent in the new lease or do I have to wait till Jan 31, 2024, to raise the rent because my property is under rent stabilization?

3) If I can not raise the rent now, can I make a note in the new lease that as of Feb 1, 2024, there will be higher rent with 8.8% increase?

4) When I send the new lease to the tenant, is there any protocol on how I should give it to him for signature?

1) My house in LA County was leased back in 2017 with the contract. The lease was then never renewed so it became month to month. The tenant left in 2019 subleasing the house to two subtenants who pay rent regularly but there is no contract with them. Can I make a new lease with the two subtenants and raise their rent? It is a single-family home (not subject to RSO) but has two kitchens and two subtenants staying. Rent is below market. How can I raise the rent and have them sign a new lease?

2) Second subtenant has complained of mold in his kitchen that I need to get fixed by removing the mold and replacing all cabinets in the kitchen.

How do I handle the case? Should I wait to make a new lease till the mold problem is solved? What is the waiting period for a new lease and rent raise?
