If the siding is cement based asbestos siding,  going over it with vinyl would likely cause breakage leading to a hazard.  Painting the siding would be a better option.

The CO detectors are a state law in Wisconsin for any residential unit.  1 per floor per living unit.

Home warranties can reduce your liability.  I see them often in my area included.  You would not be on the hook for any repairs as that is where the warranty company would come in.

I check that on my applicants prior to doing a credit/criminal report via my smart move by TransUnion.

I have found its worth paying for the report through Trans Union.

You are not talking about the same things.  The Wisconsin rental weatherization program looks for minimum weatherization levels to protect tennants from obscene utility bills.  Project home does the work to increase energy efficiency through a grant, I believe.  The work Project home does would far exceed the minimum standards set by the RWP.

A standard home inspection and Radon test are the norm in this area, unless it is on a well and septic, in that case, a licensed plumber should do a well and septic test.

I know a couple of guys in Monroe that do property management.  I'd be happy to help in any way I can, I am a local home inspector in that market.  I haven't bought any investments in Monroe, however.  I have been in the Janesville market mainly.  Shoot me a message if you would like a couple names.

I would contact a few real estate agents and have comparative Market Analysis done first, that shouldn't cost them anything.

In 2013 I started out with no money.  I had a ton of equity in my home, however.  I got a line of credit and used that and a home depot card to purchase and rehab a home.  Then refinanced my money back out.  I have since done that 3 more times.
