Be creative and charge whatever will make you feel comfortable with having that pet as a tenant.

If it's a dog and a local investor then meeting the dog would be a good criteria for approval.

40 lbs or less is usually the standard... but ultimately its your decision. Be unique and create your own pet checklist and criteria process. 

Check with your insurance company as well.

I'm a newbie and don't a lot of experience yet. But have you asked her if she would be willing to do a Master lease on the property w/ an option to buy... That would give you some time to come up with some capital. Seems like she's really motivated. I would definitely take the advice that Richard Sherman gave on finding out why the bank won't refinance the property. Good luck!!
