How can I go about obtaining a list of properties that are tax delinquent and/or have code violations?

I haven't contacted any sellers yet but I was driving for dollars and found a few houses. so later that day I looked to see if any of the houses were behind on taxes and when I looked to found that out it said for some of the houses that the " property is scheduled for the 2nd inRem tax foreclosure file" or "property scheduled for the 3rd in Rem tax foreclosure file"

What are all the stages of the "in rem" tax foreclosure process like for example 1st in rem, 2nd in rem, 3rd in rem,etc. What happens in those stages of foreclosure and my additional question is at what stage of the "in rem" tax foreclosure process will i be unable to wholesale the property 

What does it mean when a house is "inRem foreclosure"? Is it possible to still wholesale a property that is in or is scheduled for "inRem foreclosure"?

Who can I go to and/or where can I go to get a residential purchase and sales agreement contract and assignable contract created?

Hi I'm new to BP and wholesaling and I am wondering if any investors in Milwaukee/Wisconsin has a template of the contracts they use for wholesaling and can go through the contracts with me?
