Post: Section 8 as a Landlord in CT

Hi everyone,

I bought a duplex last year in the hartford area with the intention of living in it for one year while fixing it up and then moving out and renting.  We've reached the renting part.

There's a number of qualified tenants, but some that have better credit/references would like to use section 8 vouchers, which inherently I have no problem with.  Does anyone have any experience as a landlord with section 8 in Connecticut?

Specifically how intense are the annual inspections? And are tenants able to make up a difference between the CT "fair market rent" and the true market average?  The CT voucher program says that the applications are closed but I imagine that is for the tenants?  Additionally, how long does it take to get approved as a landlord?


I.e. we have a 3 bedroom 1 bath on either side of the duplex.  FY 2022 Fair market Hud rate is $1610; Most comparable properties are currently renting for $1800.  Would the tenant be able to make that difference or is it that the cap for what you can get for rent?

Any insight would be appreciated!

The renters that say "I need an apartment near Hartford, but not IN Hartford" will spend a little more to live in Manchester and commute for work. Compared to other "East of the river" (meaning on the Eastern side of the Connecticut river) towns, the taxes are a little better than East Hartford, and the property is a lot more affordable and available than Glastonbury and South Windsor.

Also, many of the neighborhoods with multi-family properties are quieter, with more space, so its the type of neighborhood that you might choose to live in as well. I was at a tri-plex just the other day that had two single-family homes on either side, and if it wasn't for the screaming kids in the occupied unit, I would live there for sure!

Manchester seemed like a great option to us too.  Good to know we're on the right track.  I think our next steps are to take a drive through the area and get a feel for the neighborhoods.  Will definitely send you a message if questions come up! Thanks!

Hi Anne, I'm a HUGE fan of Manchester. I think it's got the right balance between appreciation, cash flow and quality tenants (outside of a few select areas). It has some of the highest rents in Hartford county for towns that have any significant amount of rental stock (not including West Hartford) and yet the price points seem to be quite reasonable. I also like that it has a better tenant pool than say, East Hartford. 

All in all, Manchester is in my top 5 for towns in the north central CT area (call it Hartford county, if you will). Happy to answer any specific questions you may have, just tag me in your response. Thanks!

Thanks so much for your information!  From what I can tell it looks as though some areas to sort of target/look for deals would be between north of 384 and south of 44, specifically west of 83 and then Around i84.  I took a look at crime rates/local food spots etc. in the area and those two geographical locations seem to be nicer parts of the city. I think our next step is going to be to take a drive through Manchester, get a boots on the ground feel.  Thanks for the feedback!!
