I would love the buyout approach but given his age, in his 80s, I believe he wants to cause us harm in any way possible. Even when he left for a hospital for a few days, he left the hot water running. Would Section 8 accept my proposal to have a full building renovation and force him to move?

Thank you all for your responses here. I really appreciate it during this difficult time for me and my mother. I am seeing suggestions to talk to the tenant's respective case/social worker. How do I find out who that person is and contact? Ive been to HPD Section 8 office numerous times in person telling them all the incidents and all they seem to do is defer me to housing court. 

Hi I help my mother manage a property in NYC - brooklyn with a elderly (80s) section 8 tenant. He has been there since 2007, but has been trouble the last few years. Due to covid, he stopped paying his share of the rent which is ok as I now have bigger problems to contend with. He has been calling 311 for inspection and having violations reported for damage he has caused due to neglect and malicious intent for the past year. In addition, he will not allow us to access to his apartment for any repairs. He even built a wooden door structure in front of his apt door with a padlock to prevent access back in 2021. Whats more? he has been running the hot water intentionally to run up my water bill so my tenant dont have hot water to shower. my water bill is now $800 a month. Running the faucets all throughout the day has also caused moldy conditions in his unit which he of course reported as violations. I consulted attorneys who are telling me it will be at least a 2 year process to evict in housing court let alone all the protections services available for elderly / appeals he can raise. Is there any other way to have him out quicker?
