Hi bigger pockets!

We've recently closed a house in Joshua Tree which we're going to run as an airbnb. We do some remodeling in the house and were wondering if remodel permits a must have? What would be potential repercussions if we don't get them? We do some major remodeling in bathrooms and the rest of the place is just cosmetic. 

I'd be grateful if somebody with experience regarding this matter in SB county can walk me through the steps of getting the permits.

Also at which point we should apply for the STR permit in order to save time? Does it make sense to apply before remodeling is complete?

 I'm looking to build a tiny/small house for STRs in Joshua Tree. I'm overwhelmed with Robuilt story and was curious to hear from other folks who has experience in tiny houses construction. 

Also any recommendations of reliable general contractors are appreciated.
