The first thing you might try in knocking on the neighbor’s door.
You can also get the name of the owner from that tax assessor’s office. You can then try writing the owner. Probably several times to get a response.

If you are totally redoing the cabinets I would at least provide the space for a dishwasher in the cabinets, You don't have to install a dishwasher, but at least leave yourself options in the future. Just place a few shelves in the space.

The largest factor is whether the apartment units are individually metered. On a 16 unit apartment that is on one meter it makes sense to use a tankless system.

I've never had the joy of being in a market where houses are $50,000----even 50% off.

I am talking about the amount of the loan not the value of the home. As I understand it traditional lenders do not want to lend small amounts because they don't make enough to make it worth it. I thouhg I remember reading $50,000 but I have been unable to find that doing a search of the internet.

What is the minimum that you can normaly get financing for? $50,000 keeps poping in my head I have been unable to find any verification.

Yes you still owe rent. As long as she still owns the property you are still under obligation to pay rent.
