Post: Negotiate with owner during redemption period

I have 2 good leads on properties that are in the 1 year redemption period after tax sale.

1) Can I buy the property directly from them and get the deed prior to the end of the redemption period and then payoff the winner of the tax sale auction who has the right to redeem? Or can it only be the current owner who can settle up with the auction winner?

2) Any ideas for direct engagement with the property owners? My offers have fallen on deaf ears and they are likely to walk away with nothing if they don’t act soon.

What is the fire code requirement in Rhode Island for a 4 unit? My understanding of 3 unit is hard wired smoke detectors. Looks like 4 unit + requires more.

I’m considering an offer on a MHP. I’m leaning towards a lease option and looking for ideas on how to structure an offer. Owner is very concerned about tax implications and firm on price. Here is what I’m thinking: Was intending offering a 3-5 year option with owner to finance balance at end of option. Lease payment would be 80-90% of NOI on current occupied lots. NOI from new lots filled would be mine. Not sure how to deal with any capital improvements, was thinking clause to get reimbursed. At end of option, some portion of lease payments to be applied to down payment. What is reasonable? 25%, 50%, ????
