I would suggest investing in an RPOA membership. Contact @Clay Powell and he can tell you all about it.

Use your tax returns instead of just the 1099.  This is how I income-qualify people in your situation.

In the past I have known managers who have dealt with heavy smoker apartments.  Just to get the smell out you are going to have to pull just about everything that can be moved and rest will have to be cleaned with detergent and hot water.

I had to wash window screens on a flip I did.  The past owners had smoked and I washed the screens 3 times with hot sudsy water and each time the bucket of water turned orange from the nicotine.

You can try Kilz or BIN to cover the walls and ceiling before you paint.  It will be difficult to wash cheaper particle-board cabinets.  It may be more cost effective to replace.

It will depend on the condition of your particular unit.  Cherry Knoll rents start around $700.  Things will be slow this time of year too.  If you want to rent it quickly you may need to come in lower than $800.  I think $800 is reasonable for a 2 bedroom in the area - all other things being equal.
