Weekends in downtown Seattle open the business district to urban dwellers seeking secluded courtyards, flower beds and art installations in utter serenity.  Gone are the brief case clad business attired, bustling crowds making their way in a timely fashion to the building entrance where they will begin and end their work day. Oh sure, some fountains and water features may be on conservation mode as well, but not to worry, our plan doesn't need the visual effects of water features today…
