LA Rent Control Update

Unincorporated Areas of Los Angeles County are now under rent control. If you own units in this area you will be seriously affected. To determine if your unit is in this area, click below:

Address Check

You will need to click on "District & Precinct Map Look Up by District" and select "District Map Look Up by Address" Put in your address. If it states that the area is unincorporated, your units are affected by this new law.

This ordinance went into effect on December 20, 2018. The temporary ordinance includes the following:

  1. An annual cap of 3 percent on rent increases
  2. A provision requiring just cause for tenant evictions (just cause)
  3. A rent increase process for property owners who believe they are not receiving a fair rate of return on their property

The County ordinance voids rent increases over 3 percent in effect after September 11, 2018. If a renter already paid a rent increase over 3 percent, the over-payment must be returned. Property owners may either pay this back in one lump sum or issue a credit against future rent due over a six-month period.

The temporary ordinance will be in effect for 180 days from its effective date of December 20, 2018. The Board of Supervisors can extend the temporary ordinance, as necessary, or vote to replace it with a permanent ordinance.

Now for the fine print. All eviction notices, including a 3 Day Notice to Pay Rent or Quit, must be served on the tenant by Certified Mail, Return Receipt Requested. You must also attempt to hand it to the tenant and if the tenant cannot be found, you must post one on the door. After you serve the notice, you must serve on the County a copy of the notice and a proof of service of the notice. This must be sent to the County within in 5 days by Certified Mail, Return Receipt Requested to:

DCBA, 500 W. Temple Street, Room B-96, Los Angeles, CA 90012

This is a shameless attempt by the Board of Supervisors to place roadblocks in the path of landlords from bringing forth legitimate eviction cases. Do not be fooled that this is only a temporary measure. The will of the voters in defeating Proposition 10, fell on the deaf ears of these politicians.

Update: The City of Inglewood has now instituted rent control. the City has approved a 45 day moratorium on rent increases during which time landlords cannot raise rent by more than 5 percent. Look for this law to be extended.

To all of LA land Loard’s do whatever it takes to prevent your property from being subjected to rent control  Forget about not being able to get fair market value for your rental but the law that goes along with rent control to protect the low income families and the illegal people is ridiculous I kid you not  no matter how bad that tenant is you will not be able to evict them the only way you’ll be able to evict them is if they don’t pay the rent  it doesn’t matter how much damage is occurred  you’ll rent a unit to one person but six others move-in  without you even knowing about it  and the kid you not those apartments go down from one generation to another my parents owns a four unit apartment in Los Angeles near USC  they rented one apartment to a husband and wife 20 years ago now their granddaughter is  still there my parents never and I mean never in 20 years raise that rent  because they felt bad now that my parents are gone I inherited this problem so after 20 years I raise the rent 3% last year well  now I know why my parents never raised that rent  after I raised the rent the damage to that appointment was in the tens of thousands no joke  they took off the back door literally took it off and boarded it up and then called me to come and fix it which I went with my handyman they wasn’t there and then she called inspector on me saying that it’s been like that for a long time and I never fixed it all for raising the rent after 20 years 3%  kitchen drawers gone holes in the floor bust windows torn screens I can go on and on  and there’s nothing I can do if your property becomes subjected to rent control you’re basically a custodian for your property bottom line
