Eviction help in Cleveland ohio

Who is familiar with the current eviction process in Cleveland?

Trying to determine if my PM or I could be doing something else?

Squatter there for 2+ years.

No rent.

Presented a fake lease to my PM.

Allowed them to do an inspection.

Pays power but water /sewer are unpaid for 2 years & accruing in my name & they won’t shut off water to an “occupied” house.

My question: I’m being told

the city of Cleveland or the courts are requiring a “rental registration” before they will process the eviction.

Is this true?

What is the work around to this?

My squatter is savvy and knows how to prolong everything.

What else can I do to get him out or push the Eviction through Cleveland courts.

Attorney is Heyman Law office in Cincinnati.

Any insight is appreciated!
