Underground Water Leak at Townhouse

Hey BP. I have an underground leak, likely under the driveway, at a townhouse that I own. Digging up the problem and repairing it will be expensive, but necessary. Who is responsible in this case? The owner or the HOA?

If it is actually a condo the association owns. If this is a fee simple townhouse(you own the lot under the townhouse), you own it.
