First Wholesale Deal

Hello All, I am starting the journey on my first wholesale deal and I just have a couple of questions. some things that have been popping up while talking to some friends who are real estate agents. some of them said that the way it works sounds illegal because you technically cant make an offer on a house without having the financing. however I said that if I state in the contract that I have a partner who will be bringing the funds to closing it should work. is this correct? how exactly would I end up making an offer on a deal if I have not found a buyer yet. is there any other complications to getting the deal structured if you actually don't intend to be the final person buying the deal? seems as though there are a lot of legalities and hoops to jump through and I just want to make sure I do it right so I don't end up doing something wrong.
