Driver for dollars to cold calling

The FACTS

Yesterday I went driving for dollars and I finished with 13 addresses that appeared vacant. 

I entered the addresses into Thatsthem.com/address in an attempt to retrieve the associated phone numbers. 

Got 3 numbers out of 13 address

2 of 3 were the correct number

No one picked up(left 2 voicemails).

The ASK

What is the best website turning addresses into phone numbers?

Is this the best way to start out looking for properties to wholesale or should i purchase a list to do direct marketing?

I use findpeoplesearch.com, though it's no longer a free site, it is very good at getting you a good phone number. It does give a lot of disconnected numbers, but I can't remember the last time I had no good phone numbers, for a person. This is based on a very large sample size of over 5000 properties, at any given time. 

I would caution anyone about buying lists online, these are sold in the 100s, if not 1000s. The probability of you getting consistent leads that have not been contacted already, is pretty small. If you work a FT job, you are already well behind the curve. 

If you live in a state that requires open records, use this to generate your leads. I generate 95% of my leads from this, and though I do reach some that have already been contacted, it's a very small percentage.
