Newbie - Wholesaler Sending Offers

Everyone is telling me to send out tons of offers - to everyone I speak to - so here is my question: what do I send them? Just a simple letter in the mail saying "Hey Mike, Good talking to you the other day. Wanted you to know that I will give you $XXXXX for your house in a cash deal...give me a call" or do I need to make it more "official" in some way? I hear some are sending offers with actual assignment contracts included or a POF letter. Please help. thanks!
