House owner passing away

Good morning from Houston TX,

I recently got in touch with a person that "owns"/ is making payments on a house that was owned by his father.  His father passed away and a will was not created nor a probate exist either.  The only document in possession is from his sister that has power of attorney over his late father.

What would I need to do to get this deal under contract?

What kind of paperwork would the sister need to do in order to come out with a title and or to be able to complete the sale to me.
