Are permit signs make or break for wholesaling?

Hi BP, I have been looking for vacant homes and have came across several that have a permit sign in the window. Today I took a closer look at one and seen some of them have been dated as soon as last month and others have been dated as far back as 2-3+ years. I wanted to know if I am trying to wholesale these properties should I pay any attention to these signs or do these mean that work will be done to the property and it will be harder to put one under contract and flip to another investor?
