Should i send a property inspector before i approach the seller or after ?

Hello everyone, I'm quite new to the wholesaling niche. I can't seem to wrap my head around whether to send an inspector to the home before I approach a buyer or after they like the deal and are interested in pursuing it. Additionally, if the property doesn't meet the buyers' requirements based on the inspection, is there a cost associated with this?
