I recommend using and learning services like FlipperForce to be able to assess property repairs and the cost and fees. It's a lot of work but it will put you ahead of other wholesalers and even buyers. Closing cost, Earnest money, survey's are just some hidden fees that' that software allows you to calculate

Typically all the fees are paid by the end buyer. All closing costs involved.

Short answer, no you don't NEED an inspection. But, like @Randy Rodenhouse said, you will make the rehabber's life easier.  One of my mentors taught us that you can drop $400-$500 on an inspection and hand out the report to your buyers, you also have it to renegotiate with the seller during your inspection period IF you find things you weren't expecting.  Always be honest, truth teller, truth seeker.

I also agree with @John Zajac - it's so important to know the repairs so you are taken seriously.

We're good at wholesaling because we ARE rehabbers first, so we know what it will actually take to fix a house.  If you step into the rehabbers shoes, take on the identity, learn how THEY think and bring something of value to them, you'll be light years ahead of the other wholesalers just trying to make a buck.

If you were putting a house under contract to wholesale the contract then typically you don't need to get an inspection but you may want to do some due diligence since many rehabbers want to know what are the needed repairs to get the house up to speed to be able to sell to a retail buyer.  You are making the rehabber life easier and making you deal more valuable.
