any truth in this deal? philadelphia sheriff sale...

ive been going back and forth with a wholesaler based in philadelphia. he is pushing for me to purchase a property that he aquired via sheriff sale in philadelphia. he is pushing not in a shady sleezy sense but in a manner that would be could benefit if he closed by the years end for tax purposes. it makes sense.

the owner is listed on the city department of revenue website and the owner is listed as being liable for 7k in back taxes. the property is a shell and most likely been vacant for years.

the wholesaler maintains the city will wipe clean the taxes and the new owner will not be liable for the any liens, however it may take some time for the city to wash the process and clean the title. is there any truth in this? my good friend owns a title company and he will conduct the close if this moves forward but im concerned that i will be on the hook for the taxes or liens.

is there any truth to this? who would have the answers? would the sheriff department confirm this? would my title company confirm this after i run title??
