I'm fairly new to wholesaling in Baltimore too. I closed on my first deal two weeks ago. I'm always looking to network! 

If you have a Facebook, there are a lot of Baltimore "Wholesaling and cash buyer groups" that you should join. You will see a lot of properties that are posted and you will get to see which areas get a lot of hits from cash buyers.
