Mental health issue with a neighbors tenant

Hi, I have a strange predicament. I have a single family rental with a family of four in it in a primarily owner occupied neighborhood. The neighbor behind my rental is owned by a woman whose daughter and her partner are living in it. The neighbor who is living there has developed a pretty bad mental health issue and has become very erratic and displaying violent behavior even threatening to kill me and my tenant. Of course that behavior has disrupted my Tenants leaving them scared for their safety as well as my safety. The whole neighborhood has seen his behavior and a lot of strange happenings around the area can be linked to him. While there has been no actual criminal actions other than threats, the cops won’t arrest him even though they have been called many times for his disruptive behavior. Both my tenants and I have a protective (restraining) order against him. His parter and her mother who owns the house have no interest in restraining him or his actions. The whole neighborhood is on edge with some neighbors wanting to sell their house and leave the area because of it. 

My question is, does his partners mother have any liability since they are essentially tenants and don’t own the house they are living in? Is there any liability if my tenants move out leaving me with a house that is essentially un-rentable because of the neighbors erratic and scary behavior? Any help is greatly appreciated! Thanks
