Renting a room in California

Hi Everyone, 

I am a newbie to house hacking.

I live in San Jose. The previous owner converted the garage of my house into a living space. I was wondering if I could convert this space into a studio unit with a separate access door for rental purposes. Do I have to apply for any permit (e.g., JADU) to do that?

I really appreciate any help you can provide.
