Tenant is threatening to take me to civil rights court

I had inherited the tenant from the previous owner, and now they are nothing but trouble. They are threatening to sue me over maintenance issues, which I have tried to address with my property manager. They are not cooperating now and threatened to sue me in civil rights court in Columbus. I do live in California, any suggestions for landlord-tenant lawyers (preferably flat fee). Does civil rights court allow a remote appearance? Has any out of state investor here dealt with bad tenants in Columbus?
