Would you charge tenant that moved out for cigarette smoking in rental

Hello,

A  long-term tenant just moved out and i have a clause in the lease that states that the tenant was not allowed to smoke inside the property however there are smoke stains on the ceilings and ceiling tiles throughout the property. Its hard to tell on the walls as it seems they tried to repaint them the same color. The house smells like cigarettes too. Would you charge them and deduct from their security and if so how much would be fair?  Also, is kilz paint the best cover up these kinds of stains
