Water leak no insurance

We just noticed saggy ceiling from water leak from upstairs bathroom. It is a duplex. We dont have insurance is it possible to claim insurance if we buy today as we were about to buy it this week. 

What are some steps to take to avoid further damage? 
First time we are dealing with this kind of issue. Should we shut the whole house water off?

Ummmmm.  Buying insurance with an existing problem, not disclosing it and then making a claim is fraud.  Criminal charges could be filed against you.  

It doesn’t take that much money to fix a toilet and some Sheetrock.
