In a Probate situation, is the petitioner also the Executor/Personal Rep

I'm sending probate postcards and letters out. I know who the heirs, decedents, and the attorneys are. I just don't have a good concept of who the petitioners are. I want to target the Personal Representatives though.

Also, would it hurt to send letters to Attorneys?
