Skip Tracing for specific names/addresses

Hi everyone, I'm trying to contact the owners of distressed properties and foreclosures.  I would love to know who you guys use for this?  I'm looking at specific properties and owner names to be able to contact their mobile phone number.  The skip trace companies I look into seem to be a ripoff or they want a minimum of 250 contacts.  I would really appreciate the help.  Thanks
