non-targeted mailers - bulk 10,000

I'm trying to target one town, and am able to do it, however, they aren't necessarily distressed homeowners. I do know that in the town there are over 400 homes on the market which I believe 1/2 are short sales.

Have you done non-targeted marketing at a high volume (10,000 pieces or more) and had luck?

Looking for motivated sellers to short sale to me.
