People owing taxes

I just spoke with my county collectors office to get a list of people delinquent on their taxes.  I was told that they only release a list to the public on July 22.  I asked if I could find the last list that was published and she sent me to a place that is showing the houses that were sold.  I am assuming that these are the homes that the county already executed the lien and then sold.  Do you think I am right in this assumption?  What should I be asking for to get the right list?  I asked for a list of people who were delinquent on property taxes.  Either I dont know what I am talking about or she didn't haha.  Any ideas???

I would like to market to these people before the county executes their lien.
