Screening tenants effectively

Does anyone have a template or method that they use in order to screen tenants effectively in order to reduce the risk of non payment and damage to the property? 

For regular tenants and/or section 8 tenants.

Hi Kyle, I really like rentprep w/ income verification. In neighborhoods that won't attract high credit score tenants, I've found that a stable job history with a MINIMUM of 1 year at current or previous job to be the best indicator of a great tenant.  Additionally, I expect applicants to follow instructions in the advertisement and application, to make and keep appointments, to show up on time for appointments, dress and behave appropriately at appointments, and in general demonstrate throughout the process that they are someone that is easy and pleasant to do business with. I do not babysit and handhold applicants because I do not want to babysit and handhold tenants. I do not have a specific credit score requirement.
