I have someone that wants to rent an apartment, but they claim that they do not have a social security number.

my questions are 1. they have a NJ ID license can someone have the ID without having a social.?

2. is it legal to rent an apartment to a person without a social?

3. is it possible to do credit and background check on a person without a social?
