Virginia Delegate Proposes Bill Allowing "Up-zoning"

We have several real estate related bills on the table here in Virginia for the 2020 legislative session. One bill, HB152 proposes to allow for up-zoning of areas traditionally zoned for SFR only. He goes on to describe how single family zoned areas are essentially pricing out the poor class. His bill would allow builders and developers to override local zoning ordinances to construct MFR in SFR zoned areas. He backs this up by promising to file lawsuits against localities that prohibit permitting these projects. I understand that this has been done in Seattle and some other localities. I'd love some input from people who have experienced this. As a side not, Virginia will be a complete dumpster fire for the next decade so this is not in the least bit surprising...
