Professional help to arrive at offer price

We are making an offer on an 1940 built home in down town Denver. This home is 750 sqft with 750 sqft in basement. Lot size 4500 sqft. There are tenants living in the home. Home is not well kept and needs a lot work.

Can I hire a professional who walk through the property and provide a more valid estimate of cost to fix the home? .

I need to budget the fixing cost before making an offer. Kindly help.
