Is Sacramento real estate market at the bottom?

Hi I'm new to this forum and real estate investing. I was wondering if someone can tell me if the Sacramento (CA) real estate market is at the bottom? I would like to invest in apartment units (1-3), but at what price range would be the right deal? Thank you.
