San Diego "foreclosure sanctuary"?

So, the city of San Diego wants to become a "foreclosure sanctuary"? Sounds to me like the likely outcome is that you can't get a home loan in San Diego. Prices plummet because there's no demand. Investors with cash buy up all the property. Anyone needing to sell a home takes a bath. Anyone who would like to sell, but doesn't have to, is stuck.
