64 unit complex in Lago Vista - create an apartment?

I'm a realtor and investor in Lago Vista TX. This is a growing area, and there is a strong demand for multi-family housing. This is based on quick occupancy rates for multifamily housing and rentals when they are available. Demand is increased by the lack of locally zoned multifamily  land available for development. A builder I have recently started working with is planning on using some multifamily land to build several 4-plexes and selling them to investors. I have suggested fencing the community, putting in an office, and creating an office complex. I am welcome to suggestions and thoughts on calculating values and differences to steer this in one direction or the other. Thanks
