How to turn a quadplex into a place for better tenants

I found a quad Plex that someone is wanting to sell for $160,000 around here quad Plexes are selling for around 250,000. It is in good shape but the reason it is so low is because that neighborhood has bad tenets. The person that owns it rented it out and made a bad name for it because of who he rents it to. There are 4 quad plexes in this area that are all like that but they are in good shape. is it possible that I can buy one and turn it into an area for only good tenants
