Need Help on a R1 Sub Division

I have a Seller who wants to sell his Los Angeles property to an investor/developer. According to him, it has the potential of a sub-dividing the R1, 30,753 sf lot & building an additional structure.

I need someone who can put together a proposal for a potential buyer, that is , verify the properties best use & cost estimate so we can determine a realistic sale price.
