Need help building multifamily or commercial stores partnership

Hello Everyone, I am new to this so looking for some help and guidance. We have 7 acre commercial open lot at good intersection at Canal Winchester. Other 3 sides of intersection is covered with Gas stations and durg store. There is another apartment community next to the lot. Looking to build multifamily or commercial stores in partnership.

What would be best strategy?
