203K House Hack/BRRRR

Can someone tell me if this strategy is possible?

1. Buy a distressed 4-Plex, rehab it, and house-hack it using a 203K 3.5% FHA loan

2. Get a Cash-Out Refinance on the appraised value after 1 year of living in the property

3. Move out and then repeat
