Unpacking Binary Files into Excel Format

Hi BP

I got a list of tax delinquent properties from a local county of mine and its in BINARY file format. I want to convert it into a readable excel spreadsheet.  I wonder if anyone ever came across this? Any know anybody that can do this for me? How much?
