Residential Incentives

Does anyone in the Memphis area know if the pilot program for residential incentives from Memphis Medical District Collaborative ever happened or is still planning on happening? I read about a possible incentives program in the Memphis: Downtown Boomtown article in the Memphis Flyer. Not sure if the Medical District is even an area that meets my criteria, but an incentives program with forgivable loans could really make a difference on COC returns if the program is open to investors.
