Just a heads-up: Philly L&I will not expedite blueprint examinations for EXISTING structures. They only expedite drawings for new construction. This is new to my G.C. AND Architect. So i thought i would share.

Also, when looking at properties, be aware that just because public L&I records show a property as zoned a certain way doesn't mean its fully zoned. Bought a property listed as a RM-1 (Multi-family). When I went to pull permits, I was told that i needed to submit blueprints. The prints had to show how the property meets multi-family standards, and must be stamped by a licensed architect or engineer. Once approved by L&I, THEN I could pull permits.

They will not accelerate applications for existing single-family & duplex buildings, but they will allow you to accelerate existing commercial buildings or residential of 3 or more units. It's been this way for a while. I just accelerated an existing multifamily building permit application this week, and had no issues. 

In an RM-1 district, you should be able to pull a use-only zoning permit without plans to secure your use. Any additions proposed on the building will require a zoning plan, and construction drawings. Hope this helps.
